Background

Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE) is a five-year, USAID-funded global cooperative agreement, which helps priority President’s Emergency Plan for AIDS Relief (PEPFAR) countries achieve and maintain HIV epidemic control among pregnant and breastfeeding women, infants, children, and youth.  The two objectives of the project are to:

1)  Attain and sustain HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/AIDS and prevent HIV transmission among these populations; and

2) Support the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

In Burundi, ACHIEVE provides capacity development (CD) support for local implementing partners of USAID PEPFAR programs supporting OVC service delivery and the prevention of gender-based violence (GBV), Wiyizire and Gir’Iteka, respectively.  SWAA-Burundi is a Burundian non-profit association who’s mission is to work to strengthen the capacities of women so that they can act on the causes and consequences of HIV/AIDS. In 2020, USAID /PEPFAR awarded the “GIR’ITEKA (Be Respected) Health Activity”, a three-year Associate Agreement to SWAA–Burundi. Under this project, SWAA–Burundi aims to reduce GBV and achieve the PEPFAR and Joint United Nations Programme on HIV/AIDS 95-95-95 goals in focus provinces.

Objectives

This consultancy consists to provide support to SWAA-Burundi to review organizational cost structures and provide recommendations for enhancing cost recovery for indirect and overhead expenses.  This will include a review of the current organizational budgets and expenses to develop a set of recommendations that are in line with donor requirements for SWAA-Burundi’s USAID and other donor funded programs.

Duties and Responsibilities

The consultant is expected to carry out the tasks and responsibilities described below.  Note that the first three tasks are required.  Depending on the outcomes of Task 3 and the quality of performance on the first three tasks, ACHIEVE may decide to move forward with the optional Task 4.  All activities will be completed on site in Bujumbura, Burundi at the SWAA-Burundi office and the successful candidate must be present in person.

Task 1:  Inception and Engagement

  • Conduct a kick-off meeting with SWAA and ACHIEVE to develop a common understanding of the SOW of the consultancy and SWAA’s financial priorities related to indirect cost recovery.
  • Develop an activity plan for accomplishment of the objectives of the consultancy, which will include a timeline for activities and completion of deliverables.

Task 2: Conduct sensitivity analyses of optimum cost recovery structures to determine reasonability, allow ability and feasibility

  • Review current donor agreements, budgets, and relevant donor requirements to identify potential mechanisms for indirect cost recovery that can be applied across donors.
  • Review organizational budgets, expenditures, financial reports, and other relevant documentation to identify shared organizational administrative and indirect costs.

Task 3:  Feedback and Recommendations

  • Develop a report which includes the following:
    • An analysis of the various categories and values of shared organizational and indirect costs for SWAA-Burundi across donors and programs.
    • Recommendations for optimum cost recovery structures that are compliant with donor requirements.
  • Conduct a feedback session with SWAA-Burundi and ACHIEVE to provide recommendations and results of the sensitivity analysis under Task 2.

Task 4 (optional): Development of policies, procedures, and other relevant resources for indirect cost recovery.

  • Based on the output of Task 3, the consultant may be engaged to provide support to SWAA-Burundi to develop relevant policies, procedures, and other relevant resources for implementation. This may include the developing a NICRA for submission to USAID. The specific activities under this task will be dependent upon cost recovery priorities identified by SWAA-Burundi and a review of the performance of the consultancy under Tasks 1-3 by ACHIEVE.
  • If a NICRA is not recommended, the consultant shall develop model scenarios for indirect cost recovery for consideration by SWAA-Burundi’s senior management.
